Charlottetown CAO Peter Kelly has issued a statement in response to the release of a report commissioned by the Alberta Department of Municipal Affairs, at the request of the County of Westlock.
Kelly was CAO in Westlock from September 2014 to March 2016.
The report suggests Kelly exceeded his authority as Westlock CAO and contravened the province’s Municipal Government Act by negotiating a land lease and authorizing site improvements to develop a municipal property without the authority of a resolution from the council.
In his statement, Kelly suggests the report is lacking, incomplete and often appears inaccurate and biased.
Kelly argues that he did have authority with two motions passed by council.
Kelly reiterates in his statement that he has never acted out of malice or stood to gain from any of his actions or decisions while working in Westlock.
The City of Charlottetown is reviewing the inspection report.
